TH 8.5/9.5 after update

A TH8.5 or TH9.5 will upgrade attacking capabilities to the max. But after that, what is he gonna do with the extra gold/elix/DE?

At TH8 you can easily go up to TH9 (8.5) with maxed heroes and walls. But at TH9 players who are fully maxed are much rarer. If you mean 9.5 with 40/40 and full zaps, these are generally the extreme hardcore engineered accounts for elite clans rather than a transition strategy.

on the war match making system. The purpose of a th.5 is to be able to attack players that are much stronger than you.

Not really...the purpose of .5 is to be able to attack someone defensively stronger than you, with your offensively stronger troops. A good attacker with maxed offense can three star almost any and every base he or she encounters that is one town hall lower than the attacker...which is the point of th.5- to have defenses and offenses such that they will be ranked lower in the warmap, but be able to do more damage in his attacking range, also skewing war matchups in general
