I'm a maxed TH9 (defenses) working on walls
My troops are all maxed except for (the ones not maxed are): Lvl 3 Golem - Lvl 1 witch - Lvl 1 Valk
Need some advice going against these two bases, not too good on the offensive
Can someone provide guidance on what strategy & what army compositions?
Was thinking about a GoWiPe or GoWiWi or LavaLoonion on the second, but I need opinions
The first base I really don't know, maybe the above listed?

quattrolavaloon or pentalavaloon should easily 3 star those bases.

for the 2nd base just lure cc with some hogs kill it bring a golem in cc use a jump spell to get to queen with some backing wizards after that bring 2-3 giants and your hogs try to do a surgical hog eg drop a giant distract 4 defeneces use 3-4 hogs for each defense depending the dps that these defences are going to do.for more information/details check out onehive's latest video for surgical hog deployment it should help you a lot.best of luck!!!
1st base is The General, find some replay on web pages such as 'Kara Heroes war base encyclopedia' if i wrote it right or check gadi.hh for some replay too
