I think there should be some way that the co leaders and elders can select a new leader because if the leader of a clan quits the game, the clan will no longer have a leader.

It’s easier just to leave and start your own clan.
Isn't it that when the Leader quits the clan, a random member will be promoted?
Plus, if the leader doesn't play anymore, there are co-leaders. Or maybe just make a new clan and leave him/her.
Even if the clan win streak maybe stopped.
