Is u have 2 buider then 1 build trap and wall then upgrade a wizard tower or motar. The second builder must upgrade the lab ( the most important building. Must be upgrade first to upgard troop )

I don't like people that gem but the first thing you should do is get the other three builders. Just saying.
As far as your question, the most successful attacks in war against you will be dragons so gear your upgrade schedule toward that. The third ad is the most important upgrade you get at th 8.
