I'd say upgrade troops such as barch and them move towards splash damage.It's easy to catch up at TH7.

Farm. Meaning, move your town hall out of your base and into the corner.

I would farm, get another builder (if you are okay with getting gems), and focus on upgrading farming troops (barbs, archers, giants, wall breakers). Then, you should be able to get enough loot to upgrade some defenses.
