Welcome to the forums...
While this idea isn't specifically ruled out- it just simply doesn't make sense to have this feature, as it would be taking away from the core concept of the game... There are plenty of 3rd party apps that let you chat and message (I personally use "Line") so I simply don't see a need for this, nor would it improve the game at all.

This could be a good feature.
Private message within clan only.
Filter settings starts with elders and up OR just co-leaders and leaders only to chat.
I think it would be a great addition.
mabey like for Game Center friends only
