I wanted to propose an idea of being able to add friends that you meet in game but may be part of different clans, as well as having a private messaging feature.
The new friends list may be added next to the fb friends list that shows both trophy count/rank and have the ability to private message from there.
The private messaging could have an addition tab in the chat, like how global and clan do now, and it can show who is messaging you. In order to send private messages, you can type @username in order to direct the message to certain people within this tab.
Let me know what your thoughts are! Sorry ahead of time if this has already been brought up.
One problem I noticed with your idea of a PM function is that there aren't usernames in CoC, and, depending on how complex or "different" you in game name is, millions of other users probably have the same exact one. If you were to message me with @Alex, would that message be sent to every single "Alex" in the game? Hopefully not!
Also, I believe a PM function is ruled out.

That would be difficult to impose though, don't you think? Make every user choose a unique username when they already have a village name they like to be known by all of a sudden? I don't think it'll work out. You could just get something like kik and use that.
Also, moderation of PM's would be difficult (and probably even impossible). Personal information could be given through PM's, leading to potential lawsuits and a big legal mess. Like Nintendo with the whole SwapNote thing: children mixing with pedophiles/criminals/generally bad people in a private messaging setting is never a good idea.
