Supercell's rationale in this case is flawed.
If given XP, players' primary motivation for donating to defense castles will still be to win the war, and players that don't follow clan guidelines will be easier to spot, and still get kicked.
Not giving XP actually encourages players not to donate, and just let the same few clan members fill the war castles every war.

Most (good) clans that isn't an issue.
Everyone wants to win a war, not just get extra XP. I regularly lose over 500k per war on donations, troops and that's assuming we win. If not....then I don't care because I enjoy warring
