So I'm a maxed TH9 (defense-wise) and just hanging on to do a bit more upgrading on the hero and wall side. I've seen a lot of TH9.5s when we match up in war, and I'm interested in trying it out. What should I upgrade, and what shouldn't I upgrade at TH9.5? Any help is appreciated, thanks.

If your lab is idle, you might consider upgrading to get it going again.
As long as you don't upgrade your defenses, changing from TH9 to TH10 will not impact war. You will lose the ability to loot TH8, but gain the ability to push your lab forward. You'll also gain the ability to start upgrading the camps/new drill/etc. The benefits are bigger than the downsides if your lab is idle (idle on productive things, if you're working on things you consider junk, it's effectively idle).

Okay, so the last thing I'm currently working on in the lab are Valks. Once I'm done with those, I'll start the TH upgrade then.

I think the point is essentially to just max out your offence (spell factory, lab, camps) before defence. It's especially helpful in war I believe...
