Go to low crystal 3 (around 1950) and go for the storages of the fat th8s. 100K each plus 35K league bonus can be found very easily.
You will never find loot in silver as a th9. I go anywhere from G3 to C1 and find loot most of the time.

Last 2 weeks the loot was really good in silver 1, but it s drying out as of right now, so now i'm farming in the 1800s but anywhere between is also pretty good.
You shouldn't farm in silver at TH9. I'm doing just fine in Gold II-Gold I with max defenses, level 20 king, level 15 queen (upgrading to 16), and half skull/half lego walls.

You should not be having problems with loot at th9. Go between 1400 and 1800 there are lots of collector bases there.
