Jesus, who uses spells for normal farming/raids?

The offset the cost of a spell, that spell needs to earn you like 30k more loot per spell used. I only use spells for wars and for that the timing is fine.

I imagine the only reason to want shortened spell times is for farming, and if that is the case, not only should spell time be reduced, cost should too because it is NOT cost effective to raid with a full set of spells.

If you are a late TH7 or late TH8, elixir cost is not an issue. Time cost is. I have a wife, kids, and a day job, so I have a limited amount of time to farm as much gold and DE as possible. I have a late TH7 that only needs elixir for war and for farming. I'm farming gold for my last 40-50 walls, and DE for my level 2 hog rider upgrade. I don't have a drill (intentionally), so waiting around isn't an option. Every time my shield expires or is broken, I risk losing DE.

A TH7 or TH8 makes roughly 400k-500k elixir per day, so if they plan to make half a dozen expensive raids per day (like dragon/balloonion raids), they can afford to lose an average of 50k-60k elixir per raid. That's average, so for every raid where they make a profit, they can afford to lose 100k or more on another raid. (And yes, I've made an elixir profit running dragons with spells.)

So let's not get into debates about whether it's efficient in terms of elixir. That's up to the farmer. What isn't in question is whether it's an efficient use of time. Spells almost always take longer than armies to cook. If you boost your spell factory and your barracks, you haven't solved the problem, and in fact, you are wasting your barracks boosts (because you're waiting for spells to finish). For armies that rely on troops with short build times (basically anything that doesn't rely on dragons, pekkas, golems, etc.), this can be solved by boosting only 1-3 barracks. Then the barracks finish when the spells do, more or less, and you save on gems. But I'd rather just have a 20-gem 6x boost for the spell factory, so that the spells finish more or less "on time".
Dragons: You either love them or hate them. Well, or maybe both... Or maybe you don't care...
Regardless of how you feel about dragons, please see this suggestion for Rebalancing Town Hall 7, which is primarily focused around rebalancing dragons.
