As far as I know, you ARE an 8.5. Because you're a really well upgraded Th8, you are closer than a regular TH8 would be to being TH9... It's like saying your almost done with TH8![]()

ya, th 8.5 Means that you're a well upgraded th 8, and no longer have any defenses that will be the same level as a th 7 defense. I am beyond a th 9.5 cuz all my defenses are at/past the level of th 8 defenses

So the .5 is referencing the lack of new TH structures and old defenses not being upgraded. All the while your troops are now upgraded so you attack at the TH lvl you have. 8.5 is a TH 9 with TH 9 troops and max TH8 defenses. The reason for doing this is to help improve your match making in war. The defenses really are what jack up your match making numbers. So if you don't improve those right away but inprove your troops, you can benifit from easier opponants in war.
TH8.5 is a TH9 but without all the new available defenses built. So a TH9 without any X-bows would be a TH8.5.
The idea is to help in wars, to allow a period of time to upgrade the offensive capabilities to a point where the TH9 can take on other TH9s with all those new defenses. Without those new defenses the TH8.5 is usually paired in war with an opposing maxed TH8 or low TH9, allowing for easier attacks.
th8.5 is a th9 with no xbows or th9 defenses. upgrade offense before building defense so you can have practice hitting decent th9s before actually being considered a th9 in war
A Townhall 8.5 (and by the same token 9.5) is a player who has upgraded his townhall to level 9 and only focused on upgrading offensive structures/units. Here's what it looks like:
Townhall 9
Clan Castle 5 (30 space)
Army Camps 7 (220 space)
Dark Barracks 6 (witch and hound available)
Lab 7 (max hogs, max balloons, max witches, max heal spell, upgraded archers, barbs, giants, jump spell, golems, hounds)
Spell Factor 4 (jump spell available)
Walls 9/10 (build new walls so 250 total)
Build/upgrade new traps (air bombs, giant bomb)
Archer Queen built and leveling up
Dump extra gold elixir into leveling up walls and de drills
NO xbows
NO new archer/wizard/air d/tesla built
NO upgrades on existing defenses (everything remains townhall 8 level)
This is generally only for purposes of clan war matchmaking. What this allows you the full offensive power available at townhall 9 while minimizing the impact on your overall matchmaking score. As it seems "number of defenses" and "level of defenses" are higher weighted in the scoring algorithm than offensive power. Therefore by focusing only on offense first, your clan won't have as high a mathmaking score and won't be likely to draw matchups against harder opponents.
The logic behind this might be easier to think about it from the opposite standpoint - If you hit TH9 and then build your xbows and start upgrading all of your defenses right away, you would be matched against a higher th9 but you won't have the offensive capability to match it yet.
This is the same logic for a townhall "9.5" where you upgrade to townhall 10 but don't build inferno towers.
