i found someone's village always under attack immediately after he offline ( i was keep pressing revenge button before he offline ) and i can't revenge him because of this .. need some help here ..

When a village goes offline it goes in to the general search pool a minute or so BEFORE it is available to be revenged.
This was put in place to stop a method of cheap shielding going on with high trophy players.

Did you read what I said?
It doesn't tell you Online -> Offline but not able to be revenged for one minute -> TOO BAD HE IS UNDER ATTACK NOW!
While it still says online for you he has actually gone offline and is in the general search pool. It is designed that way. Revenges are not counted as a priority attack due to them being abused in the past.
So you can either accept that bit of information or play a different game.
