Zappers can inhabit anywhere. Don't think of it as being penalized for being in a lower league. There's various strategies to avoid getting zapped.
1. stay in silver league trophy range.
2. before logging off, drop trophies on easy villages that you know cannot wipe you out. Ensure your TH is outside too. When these 3 or 4 people get notifications of being attacked, they might revenge you and just snipe your TH.
3. Like number 2, ensure your TH is outside, in the lower leagues, a lower TH will most likely snipe the town hall and not have Lightning ready to zap.
4. always empty your collectors before logging off since you lose the most from them.
5. keep your collectors within range of defense, especially your DE drills.
That's all I'll say about this. I stuck with these rules and I am extremely profitable with the game. Yes, I been zapped, but it rarely happens. I'm a medium to max TH 9 and I keep my trophy range at 1150.
Irrelevant, leagues are not dictated by th and SC don't seem to have any intention of making it so. It would be very easy to implement loot penalty in a way that varies from leagues so th9s and th10s wont be in gold and th8s wont be in masters, if SC agreed with you they would have done so already.
First off, no. I am not one of those zappers. I understand how fundamentally flawed zapping is from a cost/reward standpoint. At least above TH8 anyway. It works like this . . .
TH7 and TH8 often have lots of excess elixir so building tons of lightning spells is a perfectly legitimate way to burn through that extra elixir while finishing walls. They are also not as dependent on the use of spells for successful attacks as effective TH9 and TH10 players are. Those players NEED heal/rage/jump/freeze spells to farm effectively in higher leagues. TH7-8 don't suffer from this game play limitation. This explains why even though that elixir and time could be spent farming DE far more effectively it arguably still makes sense for TH7-8 players to zap. They simply don't need spells to farm effectively and have extra elixir. Why not carry around lightning spells?
Knowing this, who gets zapped? Since players in C2 and above are almost entirely TH9-TH10 zapping is almost unheard of in and above that trophy range. Sure there are a few TH7-8 who snipe their way up and there are a few numerically challenged players who exist there but for the most part zapping simply doesn't happen in the higher trophy ranges because players NEED spells to attack effectively. So we can reduce the list of players who are experiencing regular electrocution of DE to TH9-10 who play at C3 and below.
Why then are those higher level players artificially playing down where lower level players naturally exist??? Because it is the best farming. You can make the most loot the fastest and the people who normally play there are not strong enough to attack you. Essentially you are invincible unless another drop-to-farm player stumbles across your base. Now I am all for farming. I do it myself. However, being able to attack whoever you want with no risk of being attacked yourself is something that should not be possible for any player. You SHOULD fear attack. No player should ever be "safe". The game would be broken.
Since TH7-8 have NO chance of effectively attacking you all they are left with is zapping. Being zapped pisses you off. It is the ONLY thing about drop-to-farm that pisses you off. This is why it is a good thing. You should not be able to attack without ever being attacked back. Nobody should be safe and zapping is the only way you are in danger. It is good BECAUSE you don't like it.

The loot available cap is 5 percent of what you already have....and three level 3 lightning can only do about 33 percent total damage to a maxed out storage, which you should have.
So thats only 1.66666666666666666666667 percent of ALL the DE you have....and thats not including your drills
If you have 100k that is about 1670 they are taking per raid....your drills earn that back while you sleep

You are absolutely correct that leagues do not dictate TH level. However, common sense tells you a TH7 or 8 could not possibly survive in Masters or high Crystal. The natural order dictates most high level players play in high leagues and low level players play in low leagues. High THs can thrive in any league while low THs are pretty much limited to low leagues.
You described me to a "T" on this.
I agree as well that zapping is not economical. At least not for me in the trophy range I'm at. And yes, once in a while I get someone that thinks they can take my base down but being at a mid to high TH9, I strategically placed my defense to minimize losses and haven't lost more than 20k in a defense in the past 2 weeks. I'd say about 25 of the defense logs are from TH sniping me. So ya, the weaker players snipe me before the harder players or revenge potential players can do anything to me.
Some good advice there, the only thing i don't follow is your first point, I stay in gold 3.
I was in masters for about a month and didn't get zapped once, I lost a lot of DE through actual raids however.
