Wars are intended to be challenging and NOT intended for everyone to get three stars. Only the best and successful attacks are AWARDED three stars and are not "entitled" to it.

It just gives people more chances to 3 star . . which will definitely not improve the game or in developing new war attack strategies.
If you see a lot if 90% attacks ending because of time then you better shoot with different troops use a lightning to deal with cc troops instead wasting time luring . . there are heck lot of option to 3 star a maxed th9 base well in time,
I guess you just need to work on more strategies than hoping for the game to get easier.
