I suggest to reset the war status (if a player wants to join war or not) after the end of each war, because inactive people will always be available for war when they actually are not.

Sorry, this is not the best way to do it. That would only help a few clans that have that problem at the cost of creating a different problem for all of the ones that don't need it and would be screwed up by that happening.
For an idea to be worthwhile it can't be specific to how any one or a subset of clans wants to operate. It has to be good for all clans to operate or at least to not interfere with each clans right to make their own choices how to operate.
Doing it this way would give you what you want without hurting everybody else so please look it over and see what you think. The only difference is that it is not automatic. Once each war 9even during a given war) the leader would go down the page and just opt everyone out (30 second's work at most) if he wants that for his starting pint.

For clans that war back to back, this would be a problem.
So when war ends, everyone is set to OUT. So as a leader, i want to start a war right when it ends. How will i know who to put in? It may not be for several hours or even the following day before everyone checks their game to make that decision. That kills too much time.
As it is, i know who wants to be active and who missed attacks last war. I sit out those that missed an attack and everyone that was IN before is still IN now.
I like the system how it is now.
The flaw with your reasonning is that these so called inactives would have been active for the war before, so they had ample time to opt out already. Personally if I am unsure I opt out but then opt in when I know for sure I am able.
