That is what it counts on clan wars 3 stars per opponent even if they are low level

Couldn't this be addressed relatively easily by the following:
Under player profile show how many wars the player has participated in and how many they have left part way through. This could be added as a note on the "war hero" achievement similar to max trophy count on the "sweet victory" achievement.
I think this would help resolve the issue and fit in nicely with the work already done to help leaders/ elders choose their players wisely.

The solution to war hoppers starts and ends with clan leadership. It is not SC responsibilty to prop up poor management skills.

This debate is pointless.
No amount of statistics will show intent.
No amount of statistics will improve a poor leadership decision.
No amount of statistics will ensure that hoppers will be discouraged.

Penalising people automatically is unfair and unwarranted.

The solution starts with recognizing the real.problem at hand...leaders taking untrusted people into CW.

Solutions are only for problems, I don't see a problem. My clan and many others do not have a problem with hoppers. The solution would be to actually listen to peoples advice and manage your clan better. When somebody joins you could make them sit out the first war, or ask them if they intend to war.
