Yes, and it's super frustrating.
I don't know if I'm the only one who has had this happen, but when there is an incoming phone call and the Clash of Clans app is running, the phone call will automatically log me out of Clash of Clans. This is cost me stars on war attacks more than once.
Is there a setting I can change to fix this or is this an issue that need to be addressed by a Clash of Clans software update?
AFIK there's no fix. Something should be done about it, though.
I am on iPad so it's not an issue for me but I could see how that could be very frustrating.
Reject the phone call you will go right back to your attack
Reject the call as soon as it comes. Deploy troops, spell, heroes.
After deploying u can attend any call.
Yeah you can always ignore the call. 2nd option at least for iPhone users, can't speak for android, but you can put your phone on do not disturb mode.
If you're using an android phone you can set it to auto reject calls.

I'm on Samsung Galaxy S5, with Kitkat, and when someone calls, it won't log out the app, it would just appear as a window, and I can reject or take it
I don't think there will be an update for this, because this is more of an OS issue (I think)
you can always download a call blocking app though, it's a bit inconvenient when you're actually waiting for a calls, but this is where you'll chose between social life or clash
