It actually has. But there are too many guys spamming the same tired old stupid and/or ruled out ideas over and over so that when a new fresh one pops in it gets pushed down too fast.
This is one of those. that should get some attention as it is, like you said, simple yet something really good.
If everything angers you then you will spend your entire life being angry.
If everything pains you then you will spend your entire life in pain.
Great idea....your grammar, as you said, needs some work, but still get the overall idea.....

I would add a welcome mail that's written by the leader once (maybe it could be modified by co-leader if he wants) in which he would write the usual things that are said when a new player enters a clan (welcome, 2 attacks, war at 10 o’clock…). The mail is automatically received by the new player only. It would seem .like a repetition of the description of the clan but I’m sure that it could be useful to many clans(instead of using 2 or 3 messages to explain the rules for the new players).

Fabulous idea
It gets my vote! Definitely! Fabulous idea...especially since I am the "clan secretary" and have to send out those repeated WAR RULES for each of the newbs recruited our clan...and change the clan description. as needed... Oy! ONCE AND DONE, would be REALLY FABULOUS!!! With occasional tweaks, as needed.
