I think this idea is crazy, its more on the server so higher cost for supercell,

Best way to stop hoppers is

Make it 200,000 and lv3 clan castle to start a clan, this would help stop all the rubbish noob clans, if you make clans better you will stop hoppers, most hoppers target rubbish/desperate clans

if you leave a clan your clan castle get auto empty, as its only hopping if they take troops,

also on that point make people donate before they can request as and elder or leader set some rules, simple that stops hoppers there and then, no need for supercell to write code and no extra server costs
