You don't 'combo meal' two totaly different suggestions like that. Each one is worth it's own thread.
Well the second one is garbage anyway so we can just pretend there is only one.

lol...supercell has ruled out anything that is a negative stat.

The clock idea however I like, and it wouldn't be hard to implement. Each player could have a clock in their profile if they chose, and for the clan it could be part of the Clan Location setting if those were specific enough. It would simply display the clan time somewhere near the top of the clan profile.

This suggestion gave me a couple other ideas too...first, they should add a clock tower that you can build in your village as a decoration.

Second is something that would help coordinate war attacks. Basically, once battle day starts, every player in the clan would be able to "flag" a village that they are preparing to attack. You could only flag one village at a time, and only your clanmates could see it. It wouldn't prevent someone else from attacking that village, but at least they would know you're prepping for it. It would also allow leaders to step in and say hey, you shouldn't be attacking that base.

it would be a mistake to put in punishments for inter clan movement even during war. There is not way to tell who is doing it for a legitimate reason and who is not.

The first idea is pretty solid. I like it.

The second idea is often repeated garbage. So I provide the often repeated explanation and commonly used preventative measures.

SC has a long standing policy of not putting a negative statistic/badge/mark/rank/etc. of any kind on any players profile. They have a fairly strict no name-n-shame policy, as they should. You can accept those ideas as ruled out at face value.

If you get your way and players are forced to stay or penalized for leaving . . . <fade to foreshadowed scene>

    1) D-bag joins
    2) You start war
    3) D-bag wants to leave but can't (SUCCESS!!! He is stuck with you now!!!)
    4) D-bag is a d-bag and wants out, so he decides to get kicked out
    5) So he fills war castles with goblins and wallbreakers
    6) And fills donations with goblins and wall breakers
    7) And turns your clan chat into something that makes global look like bible study
    8) And defames your clan on global
    9) Then wastes both attacks in the war anyway
9a) Set their base up so it is super easy to 3*
    10) And continues to fill war requests with ♥♥♥♥ troops
    11) Maybe even comes to the forums to badmouth you and your clan
    12) You kick them out
    or
    12) Your other clan members leave because you won't kick out the D-bag

Remember, this is already a person who doesn't care if they hurt your clan. Long story short, you are requesting a way to force people who don't want to be in your clan, who you don't even want in your clan, to be stuck in your clan. NOTHING good can come of this. Bad idea every time it is suggested.

Also, in an effort to not only help the OP understand the horrible repercussions of their idea, here is a list of many of the most common things successful clans do to prevent "D-bag hoppers" from being a nuisance (a nuisance, not a problem). Quoting myself from a recent thread again . . .

The truly nefarious hoppers are usually very easy to spot and deal with. Players who are genuinely searching for a clan are simply part of the game, just like people searching for the right job are a part of real life. What you have hear is a clan management problem. One all of us have experienced and learned from. It has been discussed on the forum many times. Here's how most of us have solved this.

    1) Set the clan to invite only.
    2) Don't give elder to anybody who can't conduct themselves as an adult
    3) Don't give Co-leader to anybody you don't trust
    4) Make sure both elders and Co's understand that it is ok to accept new members
    5) Make sure they understand they are expected to BOOT new members if
5a) They introduce themselves by asking for troops
    5b) Introduce themselves with profanity
5c) Introduce themselves with some form of "rate my base!!!!"
    5d) Don't respond when welcomed
5e) Ask for elder/Co in the first conversation
5f) Start filling castles with ♥♥♥♥
    6) Clan rule that new members don't participate in the first war (Opted out by leader/co)
    7) Only recruit 1-2 new players between each war, none during

Others may chime in with additional ideas but those are the basic ones. Follow those and hoppers will end 99% instantly. Not to mention you will crack a smile when you apply your boots to their crack.
All of us clan leader types have experienced this and learned to preventing through our own leadership skills and clan rules. There is no need to institute a system that will punish the most social and giving players while making the lowest quality players more destructive.

In my time on the forum here I still have yet to see the answer to these simple questions. Why do you want to force somebody that you don't want in your clan, to be stuck in your clan? What does that say about you as a person?

I think that the second request of penalizing people who leave mid-war is extremely unreasonable, because of a few reasons.

The main reason though that I'd like to share (and i apologize that I didn't read all the comments, because I'm certain someone would have already brought it up):

-I have clan members leave the clan in mid-war ALL the Time, but they are as loyal of members as you could ask for. Often times, when/if it does even happen in mid war, the leaders don't even mention is, because we KNOW 100% that they will return.

We like to go visit other clans frequently. WE've befriended so many other members in the clan, that we know several members in different clans, and we are at constant war, so to visit those members out of war would almost literally be impossible! To penalize us, or to add a POINTLESS count to how often someone leaves mid war is extremely misleading!

That being said, I'd like to point out other reasons why we leave our clan mid-war. When we recruit, we like to try to join others' clan to speak to a clan as a group for mergers. We like to visit others' clans to talk to individuals that are prospects to join our clan, and joining their current clan, can show us war replays and we can effectively judge their current skills in war attacks. When we lose or have VERY close wars, we love to hop over and congratulate or personally thank our enemies for a close war! (some others may want to talk trash, but we have a strict and mature policy to be good sports). That way we can also learn from our losses, and perhaps pick up new attacking strategies...

If we are penalized for our freedom to NOT be confined to a single clan, that would make A LOT of people VERY unhappy, and that is how games are quit! Also, take into account that some clans that go to war "back to back" only allow a few minutes of time between Wars where these people would be able to leave the clan! Sometimes a few seconds if the members are on top of things and start immediately after war lets out! Once the search goes, and you're int eh line up, you're in the war, stay or leave during search, essentially making that individual a deserter (so much for a perfect record of Never leaving mid-war...). And some of those clan may not want their members to leave, and if that means forcing you into every war, then so be it! Although opting out, may help... But I THINK (and I'm not certain by any means) that a Leader or Co Leader can pick and choose members which would include those who opt in or out. The opting is just a courtesy to allow the leaders to know that you won't attack in war if you are forced into it. Again, I don't know this for certain by any means.
Yes... I'm one of THOSE people who type so much that by the time I realize just how much I typed, it's too late anyway... For that, I'm sorry
