I would guess there,s a limit to the amount of people in a global, and when that limit is reached, a new one is started automatically. I think we used to be grouped randomly, as I often saw people i the US on global, while in Zimbabwe. Then they changed something, and it was rumoured that we were grouped by timezone, but I saw mainly South Africans, Poles, Hungarians and Cambodians on global. Now that they have added support for chinese characters, I can't confirm where people are from, but it would be safe to guess they're from China - my global mainly has people in clans named using these characters, often with names using the same, and mainly speaking chinese. I gave up asking how we are grouped into different globals a few months ago.
I'm sure there is unlikely to be any response from SS about this, so I think speculation is as good as we can get. I speculate that however we are grouped, there is a set amount of people allocated to each global. If that,s the case, the number of global chats will be determined by the number of people online from each zone at any one time

But I want a number...
(ps. i have been in europe all the time and didn't move around so its not because i was physically in those areas the language is normally spoken
