I think it is unfair as heck that I am a th 10 and barely find loot, but is a 9 or lower hits me they get a ridiculous amount of resources. I think the higher the lvl of TH the more loot you should be entitled to from lower lvl TH's.I have dudes get anywhere for 100 to 200k when I get attacked and recipe nothing like that from any of the other lvls. I think it's should all be hey... this is a war game and you lose, no give me your money and elixir.
if you upgraded everything before moving up th the loot gain is all relative as you have less to upgrade, im guessing you rushed

I have three copies of pokemon, one for my Charmander, one for my Squirtle, and one for my second Charmander.
There's more 2 upgrade at th10 than any other in my eyes. 2 infernos, another bow as well as all towers mortars cannons and troops as well. That being said... Even though the upgrade costs are extremely pricey I believe the loot penalty is justified. Hard 2 say really being I'm th10 and grinding through the process. Yea loot is tough 2 find sometimes but the game is what the game is!
Loot isn't too bad, there would be so many complaints if this happened, leave it as it is
