Wouldn't this be a bad idea because all you would do it give the enemy trash talk and what if you were playing a Chinese clan and you couldn't understand them.

I think clan war chat between clans would create too many problems. It's sort of neat in theory, but I don't think it would go over well.
Perhaps the ability for the leader to send a message to the other leader (but that's it)? Sometimes you have questions for the other clan that you really want them to answer! haha
If they responded with something rude (or if you plain just don't want the other clan talking to you), you could just mute them. No real harm done.
