Instead of only having a question mark, 1, or a 2, the clan war icon should display, say a red or green dot that would indicate if a battle was going on. This would prevent you from having to click on the war menu button and having to sit around waiting for battles to start. Basically, this would be the same thing as the flag that pops up if you are in the war menu, the only difference is that it would pop up at anytime, on any menu or screen.
