    How to eliminate/reduce hoppers

People should limited to switching clans every 24 hours. This will discourage them from hopping from clan to clan and wasting everyone's time, just for a few troops.

    1) unfair to the clans that want hoppers (req and leave (come in request and once it's filled, leave or we kick you clans))
    2) unfair to leaders of clan families (many clans that are sister/feeder clans. Leader goes around to chat and keep things in order )
    3) unfair to kids (teenagers, whatever) being bullied that leave to escape it and have to stay outside for 24 hours
    4) not a big problem to hoppers (they can req and leave it for their overnight defence and play during the day then repeat cycle at night)

So your idea doesn't really help...
Cheers and see you around the forums

only penalty i think they should receive is:
    1. No clan perks for new members
    2. new members cannot participate in clan wars

new members will require 48 hours or so before they have penalty lifted.

I think now it is as good as it can be, simple and effective. If you will stop accepting all the applicants to your clan and will actually make a selection there, then you will reduce the number of hoppers dramatically.

None of the suggested measures here are any good. All would be a mistake. If there is any restriction or penalty for leaving a clan guys will just troll to get kicked instead. that will be more damaging to the clan than if he just took off.

Adding the penalty to kicked members is giving too much power to leaders. (keep in mind that many are nasty little power drunk brats)

Rather than looking for ways to deal with the problem after the fact leaders need to look at the many available ways to avoid it in the first place. That's the only approach that makes sense.

Clan hoppers are not an issue to well maintained clans. No need for punishing others for your failure as a clan.
