In a war if a use is able to "claim" thier intent to attach a base they could click on it and claim it. I could claim a base and someone else could attck it but adding a "claim" feature would allow everyone in the war to show thier intent to attack on a certain base. This would allow the users to plan for war better.
It sure beats trying to claim it through clan chat or CM
