The Hurler would be a beefcake, tanky unit that takes up a decent amount of housing space (maybe 16-20, SC can test this and figure out the ideal number). Lots of hitpoints, low damage. However, it's purpose is not to target defenses or be cannon fodder for stronger troops. His goal is simple. Get your other troops over walls and into the center. He doesn't try to destroy walls, instead he walks along the outside of the walls and picks up your other troops and throws them over the wall as long as they are within a certain distance of that wall. He can hurl 2 small troops at a time (i.e. archers, barbs, goblins, wizards, valks), one in each arm. The big troops (giants, pekkas, golems) however, he can only do 1 at a time. Maybe the pekkas and golems are too heavy for him to throw at all. SC would have to work that out through balance testing. Perhaps 2 hurlers would be needed to get a pekka or golem over a wall. If there is a break in the wall, the Hurler will go through towards the center and start hurling troops through the next wall, slowly getting all his fellow troops into the center. When he isn't hurling troops over walls, he could be hurling large rocks or something else at the defense.
The Hurler would be different from a jump spell because he isn't sitting still and only 1 or 2 troops at a time can be hurled over the wall, instead of a huge group jumping through the spell.
Maybe he could even hurl wallbreakers into walls for increased damage. So you play a Hurler near a wall, then send in a wallbreaker near him. Before the wallbreaker reaches the wall by himself, the Hurler grabs him, spins around and releases the wallbreaker into the wall for double wall damage. The Hurler would obviously ignore Hog Riders, since they need no help getting over walls.
