I will leave the war bonuses and loot to supercell because those are a bit complicated but I've got the other ones.

11- CC Raidable loot -10%

12- Raid search cost -20%

13- Extended clan war time (optional) two hours

14- Cc raidable loot -25%

15- SPELL DONATIONS 1 Per 24 hours per player. 35 Spaces per spell.

Someone did the math. Even with max XP per war and you win every war, it'll take a clan a year to get to 10. Youre not even close to needing more perk levels.
