The experience the clan could have received for said base, i.e. +4 experience, should be forfeited to the opposing team.

So what you're saying is, if the enemy clan doesn't bother to attack you, you should get extra clan XP? Because you did what, exactly? Scared them with your scary base design?
I suppose you probably want to pat yourself on the back when the enemy sends a full army of max troops at you and fails to get a star, but the reality is, this would simply give most clans free XP for fighting against inactive clans. In almost every way my clan has fought, we've had at least a few bases with no stars earned against them. Not because they attacked and got zero stars, but because the enemy didn't even bother to attack. I don't think that my clan should be rewarded because the enemy didn't even bother to attack.
If the enemy got zero stars against one or more bases in your clan, that means you're more likely to win. Winning the war is where you get the benefit of your scary base design: you get 50 XP for something you did (winning), not something the enemy didn't do (get stars). You should be rewarded for things you do, not for things the enemy fails to do.
