A clan rank would be a custom rank like elder but with certain permissions.
The permissions could be presented in a check list.
The person making the permissions would simply check the permission that that custom rank would be able to use.
There is an example of the layout:
Rank name []
Rank position [] (Rank position is the power this rank has over all the other ranks 1 being the highest to unlimited) Can search for clan war ()
Can promote players ()
This would crate more freedom in the clash of clans community.
This could also give leaders much more power over there clan.

So you want other players to have authority over their clan members no matter if they are em elder or not? If so, i dont think this will work and here is why.
1. I think this can be seriuosly abused by someone having power over their mates even the leader.
2. The clan's preset rank of member, elder, co, and leader were created so some clan members could already have control over others. so creating this feature will just be kinda redundant and i dont think the guys at supercell will do that.
3. Im not sure that i know many leaders who would give their clan control over them.
Again, im not sure if that is what you were trying to suggest, but if it was then that is why i dont think it will work.
