It's not off when they intend to do match making base on Cup, not Lv. There are penalty when you attack lower TH though.
Try google Clash of Clan Match making. Read up and you will understand the game better.

Check his trophies, then your own trophy count. The formula simply matches people within 200 trophies (at that time). So either you are too high in trophies, or he is too low. The game has a built in loot penalty for higher Town Halls attacking lower. So your loot is protected from bullies.
Also, defense is tough. It always will be. The game is offense focused. I would just expect to be 3 starred every time you log off. Plan for it. You'll either be correct, or pleasantly surprised. The game revolves around offense. Go out and raid whatever you lost.
Finally, as others have said, put your own town hall outside, and manage your trophies. Rise too high and someone will crush you.

Essentially. I raid non-stop because I'm farming as well. But just don't like getting raided by someone with level 3 dragons, level 5 barbarians and archers. And barbarian king.
Do you attack bases that are a lot lower than you? I bet you do.

I know what you mean. I didn't like it either. Think of it like the circle of life. Except this is the chain of loot. There is always a bigger fish, but if you are more active and take a few precautionary steps you can thrive easily.

if you are a 5th grader, why are you roaming at high schooler's league?
it's your own fault for challenging high leagues, drop your league if you feel that you don't have the skill to challenge high schooler with 5th grader's strength.
some people like to challenge stronger people, obviously with enough skill, otherwise they won't be able to do it.
