I'm currently farming right now, and I don't know if I should upgrade Wizard to lvl 5 or Dragon to lvl 3 first. Can anybody suggest me the best option?

Then do Wizards, there is a huge difference between level 4 and 5. Level two dragons will be just as good in war as level three, so you can wait until after wizards are upgraded to do Dragons.
Why? Do you intend to upgrade golems asap aswell? If not, then forget the gowipe, you have superior strats at th8.
Dragloon/Draghog or just simply Hogs and its variations.
Wiz lvl 5 def, I've done both once you gowipe you never mass dragon attack again.
If you are th8 dragons. DragLoon and hogs are the only good war strats at th8. GoWiPe is only possible in bases too low for you to attack as its hard with out witches, cc golems, the 4 th spell and jump spell. Dont try it in wars at th8,its not pretty. Dragons get quite a bit better at lvl 3, the wizards improve more but you will use them less.

For war drags to 3
wizs lvl 5 r good donations, expensive farm troops, good for war but not as over powering as drags
