Give the poor guy a break, I bet his English is better than any of your second languages.
What he was saying was in war, a TH9 can relatively easily 2-3 star a fellow TH9 without heroes, allowing the heroes to be upgraded all the time.
A TH10 will struggle much more to 2-3 star a TH10 without heroes, so their upgrade would need to be slowed down as they are needed for war.
Not my opinion, but a translation. Now give him some proper comments.

My point is, TH9-TH9 u can 2-3starred without ROYALS. Right? So atleast the chance of getting those royals to high levels is on TH9. Special on war atleast you have a clanmates that can bang those TH10 and ur royals are quite sleeping while attacking/destroying a TH9. I'm not saying "DONT GO TH10 COZ UR HERO IS LOW". The def. Walls. For me, If I'm going to TH10, I want my Royals on happy & contented level. & my walls I just continue to upgrade to lava's while my heroes are upgrading. I'm at a similar point, have a few more hero levels to do. I'm also starting to dabble in lavaloon for CW to see if that works without heroes - if I can get a bit more confidence into that strat I'll be heading to TH10 asap. 5 spells, more troop space, and the option of freeze will only make the strategy more deadly.
Come on guys be an adult, cut the ♥♥♥♥ already.

having max balloons available at th9 is a massive plus when deciding whether to go to th10. I started upgrading to th10 last night with all defences (except 2 teslas) maxed and half skulls/half lego walls. Heros are low, 5-queen and 10-king but I have lavaloonion licked and feel completely confident in using them to progress. The added benefit of camp space and freeze spells make it a no brainer.
