What level barrack would the mortar mauler be available?

I recommend Supercell to add this
In what way will it be any form of a Valk ? What I am suggesting a new range splash damage troop that isn't even op. It will be a good since the darks need more troops and pretty sure people are kinda tired of seeing the same army compistion. These new troop ideas could just what we need to make interesting army compistions.
