I haven't seen any evidence of seeing someone reach such a lvl the highest i've seen is in the 200s

To OP: Brandon still had 0 XP in his last video. So I don't think so.

There are hundreds of Lv200s around now, and one Lv300. He even has a forum account

Yah he is the only one that can tell us, i recently saw a screenshot that he was lvl 300 with like 128 some xp, i I am guessing that they raised it.....
