In the middle of our second war. We are 10v10 clan so we need two more wars. Level 2 is meh. Level 3 we get some good perks started.

Nice observation. Troop level up by 2 is not needed by many players who are TH8 or 9. Level up by 1 is sufficient for many. And extra storage doesn't matter much.
50% refund on donation is very helpful when you donate dragons or wizards and especially dark troops.
Soon, level 10 clans will become a norm. Except for those who have already maxed out their bases. They won't care much about joining (or becoming) a level 10 clan.
I am wondering what will top clans in leaderboards do. Will they try to level up as well or not.

That is very much the opinion of someone that is used to getting donations of max level troops. If you ever get lower level donations in your clan CC you would consider +2 to troop level to be a better perk. Most clans have at least some lower level players and thus will benefit more from +2 to troop level than getting back 50% of donation costs (though that is an awesome perk as well).
I really hope they continue to add more levels and more perks as time goes on. There are a number of additional types of perks that can be added and some can simply be made better (100% donation cost refund for example).
