probably if really well placed but zero margin for error!
The diameter of a Freeze spell is 7 tiles, so I'm pretty sure that is just out of range (if I counted right)
If placed right on the bottom corner tile of the TH, it's radius will extend to the edge of the TH, and around in a circle. It will touch the infernos, however I'm not sure exactly how much of a defense needs to be covered to freeze it. (The wiki offered no help that I could see either.) My guess would be no as it would only cover ~15% of the inferno, but not positive.

i've froze a IT and X-bow that were side by side many a time. why would 2 IT's be different. i don't think people are stupid enuff to place them together though.

Can we just use Pythagoras theorem?
Starting from the center of left IT going 5 tiles in the northeast direction reaches the north corner of the TH. Then going another 5 tiles in the souttheast direction arrives at the center of the right IT.
So thats:
Meaning it almost reaches, but doesnt. That's assuming CoC doesn't do something weird when calculating the effect of spell.
