I'm guessing that it will take at minimum 100 war wins to get to level 10, probably much higher than that. There are still not that many clans with that many war wins out there.

This will reduce, but not eliminate, the number of new clans being started. It will not impact hopping in the least. We need a five minute delay on donating upon join and a 24 hour delay before warring. That would cut down on hoppers.
You are completely ignoring the fact that there was no incentive to do wars pre-update, they were just there for fun. So If a clan didn't care about wars then there was no draw back being in a small clan. Now there are actual benefits to warring, so being in clan with single digit members has disadvantages that did not exist a day ago.

People will stop to drop and leave clans that are not high level. People will seek clans that are higher
Kinda true, we can always tell when one of our clans Champs says just "boo" in general we are flooded with lowbie requests.... or flip it and if you are a good base and ask for clan in general you will be flooded with join me req's from new clans
So good players and good clans rarely try to wade thru the mess that is Global

I recruit exclusively in global (which is what I think you're talking about), and while I'm ok with being called a bad leader, telling me my members are not good players is ridiculous. Many clanless people look for clans on general without posting or let their inboxes fill up, both of which solve the problem you describe, and hitting the reject button really isn't too much work although the clutter can get annoying.
Ummm the incentive of warring pre-update was to win stars to make your profile look better (and the achievement for gems), increase the amount of wins displayed on clan description (easier to recruit with more wins), and the loot which can be used for upgrades (and also an achievement for gems). So you are wrong in saying there was never any incentive. There has always been incentive.

I don't think it would prevent peepz from hopping to a stronger clan, in terms of clan level and members, but it will prevent them from making or joining a newly-made clan.
