Will the upgraded troop levels only help new players?

Will this also give a bit of a boost to already max level troops? Or is this just aimed at the newer players?

edit: im not saying that this whole update only caters to new players, we also got cannons for us max level players. But just wondering this perk will help those who are in clans that are not full of new players.

It will not add anything to already maxed troops.

It will help newer players donating among themselves, as well as higher players indirectly in a mixed clan with players without max troops as well.

Once you unlock the perk, folks asking for "Max Troops" can now get troops from lower players who have troops with 1 or 2 levels lower than max.
