I'm currently sitting on a 1 week shield with mines boosted, should I use my gold to upgrade a wiz tower to lvl 7 or an Xbox to lvl3? It'd be harder to save up for a Xbox which is why I'm considering the bow upgrade because I'm on a shield.

First of all, buying a week shield and boosting your collectors is a huge waste of gems. Better to boost barracks/heroes/spells and raid for the loot. They are your gems and it's your money but just giving you some advice how to better spend them.
As for which upgrade, lvl 3 xbow is when they really get useful so I'd go for that one, but keep in mind you will be placed higher up in your clan wars.

Xbow 3, it gets another 15 dps! That is 5 off a max bow!

As others have suggested, XBow level 3 over any other defense for that matter (except infernos ofcourse). Should be your first choice.
Dont go X3 if you are serious about war...
It will only match you against max th9s as it is very heavy on CW matchups....
Go for the WT as in this upgrade they'll take lv6+ archers with one shot
Xbow all day long.
