This is why I'm expecting the perks to be very minimal and not much to look forward to but I hope I'm wrong.

I don't think it will end creation of new clans... Truth is, most great th9/10 clans started off as good th6/7/8 clans that then improved with their members. The clans that come and fail and disperse are usually started later in the game by premies and baddies who can't find a place to roost... These players are often also lower in skill and thus unlikely to be kept by any serious clan, hence the reason why they want to start their own clan.

I wouldn't necessarily call my clan "elite" or anything but we have grown organically over the past 10 months from a group of 7 th6's to what is now a group of 40 well-developed th8/9's... None of us wanted to just jump into a clan that was full of random players better than us, nor could we have done so at our initial low level. We wanted to grow it ourselves which is the reason for our strength now.

tldr; good clans will still be created by good players with good visions. Bad players who hop for the sake of being in a better clan will continue to do so and will continue to be bad players. I dont think we will see good players from good clans hop to better clans just for the sake of getting more perks.

No but if you're a good player who uses your head when upgrading or attacking you'd naturally assume they would also look for a clan that has the best perks or close to that. Obviously hindering new clans.

Sure, theoretically everyone will want to be in the clan with the best perks. But what I'm saying is, those clans will likely already be filled with good players who were in those clans from long before the update--truly good players who are just beginning the game (th6 and below) will choose to create their own clan with like-minded players rather than hopping around trying to find the clan with the best perks. I think that the update might reduce the volume of bad hopper-type clans, which is a good thing, but I don't think anybody takes those clans seriously anyway.

It'll depend on how hard it is to attain the end perks. I don't believe it'll take too long. More than likely it'll be like you suggested and only cut the ridiculous "hopper" clans down even more.
