When should i upgrade my Town hall to lvl 10?

I have maxed all elixir and have 5 defensive structures left for gold, have some dark troops that still need upgrading and king and queen are level 11 and 10, my walls aren't to good as i have focused more on maxing defense, i have 3/4 lvl 7 walls the rest 8's with a few 9's scattered here and there, i have a few traps left to do as well. I was wondering how much more i should do before i go to TH10. Any tips help, thankyou

Get both Bk and AQ to 15, and get at least skulls.

Skulls AT THE VERY LEAST
Max defenses
Heroes 15, 20 is better.

All depends how prepared you want to be for TH10

and while im here, im going to go for a big push when i max defenses, so what would be a good pushing strat to get to champ on TH9?

Max everything in your base, traps included. Walls and heroes are optional after a certain level from what I've seen on the forums.

Don't listen to all this bad advice max your mines and pumps and de drill then get immediately to th10 don't worry about the rest!

Step 1: Quit your job.
Step 2: Buy gems for boosted barracks and spells.
Step 3: NEVER leave your phone unattended for a time period of more than 12 hours

Protip: NEVER break your shield unless you have time for 4+ attacks, more if you loose one.

Step 4: Cry when you slowly realize you'll face nothing but TH10's at 2700+
Step 5: Rage, and destroy your device when you loose -30 trophies with 49%
Step 6: Realize that you have no money because you quit your job, and spent what you had on gems.
Step 7: Uninstall.
