So, a good feature of Jrap's idea is that a rank is introduced above co-leader. Having three Vice-Leaders means that the leader can at any time relax and let the three act as a leadership team. Now, it has to be three because never in human history, and for sound theoretical reasons, does dividing power between two lead to stability. Dividing power between two is in fact a recipe of instability.
Its true that the captains / elders / members maybe more ranks than "needed". But these extra lower ranks don't hurt, and you don't have to use them. In fact, so many clans, especially the clans that need management help, don't leave members unpromoted to at least elder!
