Get your Heroes to 30/30.

Work on your walls try to get them to all LVL 9,
if you can't wait just upgrade after maxed defenses and lvl 25+ heroes.

I've got 40 Legos and rest Skulls. I'm gonna get my heroes to 15/15 or 20/20 or something near that while finishing Legos. By the time I get heroes higher up, I should be halfway or more thsn halfway with walls. So I'd goto all Legos or near all Legos before TH10. I'm not gonna go above and beyond to get Lava walls
At least half lvl 9 walls, heroes lvl 20/20 is good. I had all legos, 22/17 heroes.

To the point where you are only farming for lava walls.
I'm planning to max every troops, spells and buildings before moving on to TH10 with both heroes being lvl 20 and all lvl 9 walls.

You should only upgrade to th10 on the 10th of a month
I did upgrade after every single thing was maxed, excluding walls and heroes. My royals were both level 15, and I had full skull walls, maybe a few Legos... not more.
I don't regret it a bit, it's been worth it.
However, there are many people who prefer to max out everything of TH9, so nothing wrong with that either - but having 250 skulls and heroes level 15+ (10's just too low IMO) should definitely be done, anything below I'd call not ready... just because skulls are the walls where it starts to get a lil' more intimidating (of course Legos and up do even more), everything with purple walls and lower is what I eat as breakfast. Lol.
