I could see it being interesting, in the sense of more total damage spread over a much longer period of time. (although I can see the DE zapping threads being replaced by DE melting or whatever). It would need to take a lot longer than the lightning spell to brew, at least 45 minutes if not an hour.
For example, a max lightning spell does 450 damage to its primary target, plus some reduced amount of peripheral damage. The damage is inflicted over a period of... 2-3 seconds?
So what about a spell, which does more total damage (maybe 600?), but over a much longer duration, like 20-40 seconds. The OP suggested starting at 20 seconds and adding 5-10 seconds each level. I wouldn't want the DPS to drop with each level, so I'm thinking the duration would need to be increase only a little with each level. How's this for a suggestion? (Calling it the Acid spell, just to have a short name for the table)

The benefit over a regular lightning spell is that it might only take 2 such spells to take out an Air Defense, but it would take so long that the attacker would lose a significant amount of time if they wait for the AD's to go down. (Waiting 40 seconds for a pair of AD's to go down means you've used 1/4th of your attack time.)
Also, the radius could be made smaller (or larger?) than the regular lightning spell. I think a smaller radius makes more sense if you consider the effect on buildings, but larger would make more sense if using the spell to deal with CC troops. Maybe it could do double damage to CC troops?
I guess I don't have a problem with the spell in general. My issue is that there are only so many spells, and so far, each spell is very unique compared to the others. To have two very similar spells seems like a waste of precious space in the spell factory.
