It is allowed as in it is possible.
It is not recommended unless you enjoy being a colossal jerk. This "trolling" is just being a pain in the neck that makes someone wait 24 hours to rejoin their clan.

Yes, as a co-leader you are allowed to kick anyone you want. Yes, you have the right to try and get promoted to co-leader too.
