My original statement remains true. Cheers.
Matchmaking also takes consideration of your trophy level so champs is a different story, SC has increased this variable to allow them to attack more players way below their trophy level. Anyway, top trophy players are known for dirty tricks to stay up there and getting cheap shields to avoid being attacked, a problem caused by themselves and then they blame SC for no bases to attack...

How often have you skipped bases that was offering over 400K in storages because you thought its not worth raiding as your barch troops just won't get it?
I am saying that active players hit inactive players too sometimes, as shown by their profile one can deduce this.

One mil of gold/elix combined from just collectors, are you saying you find that on your inactive account every few nexts? You said that they hit streaks of semi-active people if they are really lucky, and that semi-active people can hit better loot a lot quicker, but you have no evidence of this other than your 'feeling'.

For semi-active players there interest in the game is dropping, so they need to offering some loot to get you active again... For Non-active players, they've already abandon the game so it's in SC's interest to keep these bases away from Active players as its bad for business, if active players constantly finding these bases, no one will buy gems... When an non-active player comes back, they find great loot, this increases there interest and hopefully they'll become an active player...
Active players are the ones that would be paying more, by giving them bad loot they will be less willing to invest time/money into the game and have boost sessions.

I will repeat, you have no evidence or rationale from SC's perspective to back up your crackpot theory, nor are you specific with the classifications or the implications of the classifications.

What prove there inactive players? They could an active player that's gone on holiday and this slowly dropping down as an active player...

No one will know unless your the developer, but these are my opinion and guesses, you can dismiss them but I'm not the only person here who experienced what I've experienced.

If if you give active players more loot, do you think they need to buy gems?

I'm pretty sure Supercell influences matchmaking in order to maximize its profits. For me personally, I notice a difference in matchmaking when reaching 7mil gold in storages. At that point, not a single village with exposed Town Hall is offered for attacking. All bases I get from matchmaking are either active and strong, or inactive without resources. Highly annoying..

That's because your matched with other active players. Inactive without resources is because they probably just spent it on upgrade and went offline. Strong bases are the ones that have good storage loot protected by strong defences, likely to be behind infernos, those guys just not made enough for the next upgrade and decided to go offline...

I noticed something similar to what the OP said, but I dont think SC programmed it that way. When i start a boost session, tons of innactives seem to show up the first hour, then it dries up. I usually boost at 5:30am or 9pm ... For some reason, where I live, at that time frame i get the most innactives to barch. But once a hour goes by, they get harder to come by.

What I think is happening is that just like I figured thats a good time to raid, tons of other people have done it as well and raid in that time frame, so after an hour or so of thousands of players barching/bammin boosted, Easy loot is gone.

I get that, but it seems to be like that more when you're close to being able to start an upgrade. The inactives without resources are not guys that just went offline and started an upgrade: you see graves on these villages everywhere. Their loot was taken by someone, but the base didn't get a shield and Supercell puts such (worthless) bases back on top of the queue (which actually doesn't really make it a queue anymore).

    Edit: typo

I never had loot issues, I am pretty active and I keep finding th10 collector bases here and there in masters even when my storages are full.
It was easier when I was th7-th8 but I guess there are much more players that quit at th7-8 that the ones who did at th9-10, thats all.
