In all cases it should depend on the base you are attacking.

Always a good strategy. At the very least you will be practicing for when your troops are levelled up.
Alternative to GoWiPe at TH8 is mass dragon.
10 level-3 dragons with rage spells are better than level-1 GoWiPe.
But fully upgraded GoWiPe is better than mass dragons because dragons fail against centralised air defenses protected by storages.

Dragons are sick on a th7 or new th8. After that Gowipe is the way to go. Even lvl 1.
Level 1 golems sure. Level 1 Pekkas? No way. IMO they need to be level 3 before we start talking about three starring developed TH8s.

Why GoWiPe with lvl 1 pekka/golem, if you can mass drags?
You could use it for practice, if you can't wait for the pekka upgrades
Golems are ok to use at lvl1
but pekkas feel squishy at lvl1, and at war, you can't really view the opposing clans Tesla lvls
maxed out TH9, minus the heroes

We have a th10 in my clan that didn't upgrade his golems. But has lvl3 pekkas.
I watched him 2 star a mid th10 with gowipe.
So yes, you can still do well with lvl1 golems and lvl1 pekkas.
You definitely need lvl5 wizards. and most likely a strong BK.
picking the right base and proper execution, it can really do well at th8.
