If I were to spend gem with the rules the OP has imposed.

I would get Golem so I can start GoWiPe or GoViz they are super fun in war and you need a bit of practice so the PK or Valks don't just go around the enemy village.

Then Telsa since at low level they aren't much but awesome at high level. I love my LV6 telsa.

Sorry but gemming building time at th8 is a waste of gems. What you can do and it's the best possible option if you want so bad to buy gems is to get the fifth builder / boost barracks and fRm resourses 4 times faster. You will max the walls in no time and you will be able to move to th9. Just be patient.
